Permit Submission Checklists: By Permit Type - in Alphabetical Order
(Note: Information contained within these checklists is intended as a guide for application submission and may not be all inclusive. Any missing information in submitted applications may result in delays in processing your application.)

Expedited Permitting Policy
If an applicant believes it is entitled to expedited processing of an application for a building permit or development order, the applicant shall advise the Village upon submission of the application of the statutory basis entitling it to expedited processing.   The Village shall give applications for building permits or development orders that are entitled to expedited processing first priority and applicants may expect that such applications will be reviewed and processed quicker than other applications.

□ (2) Complete Sets of Signed and Sealed Plans.

(Compliant with Sec 8-10. of the Miami-Dade Code of Ordinance)

Please provide a complete and concise illustration of the proposed work prepared with sufficient clarity to indicate the location, nature and extent of the work proposed and show in detail that it will conform to the provisions of the code, relevant laws, ordinances, rules and regulations. A complete and detailed scope of work is also required to be submitted for plan review. Projects shall comply with FBC Existing Buildings, Ch 11 7th ed.

Provide two complete set of signed and sealed Truss Plans in compliance with all applicable codes.

□ (2) Copies of completed Special Inspector Form
(if applicable)

Provide Special inspector Forms(PDF, 304KB) as needed.

The inspections from the Building Department must be called for on all mandatory inspections. Inspections performed by the Special Inspector hired by the Owner are in addition to the mandatory inspections performed by the Department.

□ (2) Copies of completed Form 402-2020 and EPL Display Card

Form 402-2020. This form is usually prepared, signed and dated by the Architect/Engineer or the A/C Contractor. As well as the EPL Display Card.

□ (3) Copies of Energy Calculations Manual “J” Form

Must show equipment size and type. This form is to be prepared, signed and dated by the Architect/Engineer of record or the A/C Contractor in compliance with 2020 Florida Building Code, Energy Conservation.

□ Health Department Septic Tank Permit (if applicable)

If your property is served by septic system and additional living space is being constructed, a copy of the Health Department approved septic tank permit with the original approved stamped plans must be submitted. Please contact the Florida Dept. of Health at 786.315.2444 to request a septic tank permit application.

If your property is served by a public or private sewer (non-septic) system, no such Health Department approval is required.

□ Village of Pinecrest “Grading and Drainage Plan Checklist”

Complete all information on the Grading and Drainage Plan Checklist.(PDF, 3MB) If the information requested does not apply to the construction being performed, insert “N/A” for “not applicable”.

□ Compliance with Waste/Water Management Requirements & Outside Agency Approvals

Compliance with Village of Pinecrest Land Development Regulations Division 6.15 – Stormwater Management.

Before you can obtain the first inspection, the Notice of Commencement Form(PDF, 657KB) must be recorded to the Village of Pinecrest Building and Planning Dept. and posted at the jobsite for inspectors approval prior to first inspection. A recorded Notice of Commencement is required for all projects over $2500.

□ Documentation to submit after permit

After permit is issued and before tie beam inspection is requested submit to the Building and Planning Department the following:

  • (2) Signed and sealed surveys with all setbacks and FFE marked on survey.
  • (2) In-progress elevation certificate with FFE of all structures and in progress photos.
  • Master permit plans.
  • Building Permit card.

Chickee Huts

Chickee Huts - Permit Submission Checklist

 □ Notarized letter from owner confirming Chickee falls under Florida Statute 553.73 exception. 

 

Based on Florida Statute 553.73 ”Chickees” are exempt from the Florida Building Code as provided by law.

Chickees constructed by the Miccosukee Tribe of Indians of Florida or the Seminole Tribe of Florida. As used in this paragraph, the term “chickee” means an open-sided wooden hut that has a thatched roof of palm or palmetto or other traditional materials, and that does not incorporate any electrical, plumbing, or other non-wood features.

 □ Although Chickees may be except from the Building Code they must comply with Zoning Requirements.

Submit the following for zoning review:

 □ (2) Tree Surveys

Tree surveys showing locations of trees, tree types, heights, diameter and canopy (this must be to scale). No trees are to be removed or relocated; a separate tree removal/relocation permit(PDF, 157KB) is required for this. All trees on the property shall have tree barriers around them; no tree barriers for right of way trees.

 □ Public Works Preconstruction Meeting
(Commercial Development Only)

 

Once the demolition permit has been issued, a Public Works Preconstruction Meeting must be scheduled 24 hours prior to the demolition, as shown on the inspection sheet.

 

 □ Plumbing Sewer Cap Permit 

 

Plumbing sewer cap permit must first be applied for, issued, and FINALED prior to a demolition permit being applied for.

**If there is a septic tank, an abandonment letter from the Florida Dept. of Health must be turned in at the time the demolition permit is being applied for.

Driveway must comply with Village of Pinecrest Code of Ordinance for driveway requirements; provide drawings and documentation as required to verify compliance.

 □ Compliance with Public Works requirements for Driveway in right-of-way
  1. No fill of any kind can be brought on site or to the ROW outside of the building footprint.   
  2. No runoff generated from the driveway is permitted to discharge directly to the ROW or adjacent properties.  
  3. The ROW swale is to be graded using the Village PW Standard.
  4. No trees are to be planted in the ROW before a conditional approval of the rough grading of the swale has been approved by Public Works.   
  5. No shrubs are to be planted in the ROW and any existing shrubs are to be removed.
  6. No irrigation, lighting, or electrical components of any kind may be installed in the ROW.
  7. All proposed trees in the ROW will be planted a minimum of 7' from the edge of pavement to the face of the tree and will be of a type, kind, and spacing as approved by the Village arborist.

  8. Any decorative driveway in the ROW shall have an 8"W x 12"D, 3,000-psi, fiber mesh concrete header curb located between the asphalt and the proposed driveway.
  9. No materials of any kind will be stored for any length of time on the public swale.
  10. Existing sidewalks will be maintained at all times, free of any loose material, and open to pedestrian traffic at all times. No vehicles can park on the sidewalk at any time.
  11. Any sidewalk crossed by a driveway approach must be replaced with a 6” thick sidewalk and extend to the next adjacent whole flag on either side of the new approach.
  12. All work conducted in the ROW will implement the applicable FDOT Standard Index 600 Series for MOT.

Include Plan Information:  

  1. Electrical riser diagram signed and sealed by licensed electrical contractor. Generator shall be sized for the load served when using an automatic transfer switch.
  2. Gas lines isometric with plan view of tank location and clearances to existing house and other mechanical equipment per NFPA 58.
  3. Location of generator on site plan with setback dimensions shown to property line and to house or other equipment. Also locate septic tank & drain field on the site plan.
  4. Setbacks – In all districts, pads for permanently installed generators shall be located or installed no less than five feet from any property line and shall otherwise be installed in accordance with the manufacturer’s recommendations. Provided, however, the exhaust outlet of a generator shall be located no less than 10 feet from any part of any “packaged” air conditioning unit, any operable doors, windows, vent outlets, or other openings. In no event shall a generator or above ground fuel tank be placed forward to the front or corner side building line.
  5. Fuel Tanks – All fuel tanks shall be located between 10’ and 15’ from any property line and comply with NFPA 58. Tank must also comply with Village of Pinecrest Land Development Requirements Div. 5.19(J).  Above ground fuel tanks are considered accessory structures and subject to the setback requirements of the appropriate zoning district.
  6. Show minimum 4” concrete slab with reinforcing mesh as a minimum with 6” x 6” – 10/10 welded wire fabric. The Electrical Inspector will make the slab inspection.
  7. Vertical Elevation – When a permanently installed generator is located within an “AE” flood zone, the top elevation of the pad shall not be lower than the FEMA base flood elevation plus one foot.
  8. Generator must be anchored to the concrete slab with minimum of 4-1/2” diameter x 4” hot dipped or stainless-steel expansion bolts (show on plan).
  9. Show C.O. (carbon monoxide) detector location in house.
  10. Provide Manufacturer’s listed installation instructions and/or operating manual. The noise level expressed in decibels (dBa) at exercise loads must be provided. The maximum permitted sound pressure level is 65 dBa, however, a higher noise level may be permitted if greater setbacks from adjacent properties are provided. This is a calculable measure which will be determined by the Planning Division.
  11. Generators shall be required to be U.L. listed. Permit holders will be responsible for compliance with the 2020 Florida Building Code and the Manufacturer’s listed instructions for installation.
  12. Ground the generator in accordance with the 2020 Florida Building Code and the National Electrical Code.
  13. Use only heavy-duty outdoor rated extension cords with three prongs for plugging appliances directly to the generator.
  14. Store fuel outside of living areas.
  15. Screening – Generators and above-ground fuel tanks must be completely screened from public view by landscaping or other acceptable material. Landscaping material must be of sufficient height and density at the time of planting to provide reasonably adequate screening.
  16. Testing – The testing of a permanently installed generator shall be limited to once per week for a period of no more than 30 minutes between 8:00 a.m. and 6:00 p.m., Monday through Saturday.
  17. Sign:
    • a - A permanent sign shall be placed at the electrical service entrance equipment that indicates the location of on-site optional standby power sources.
    • b - A permanent sign shall be placed at the transfer switch location indicating the sequence of operation to start the generator and transfer the electrical loads.
  18. Underground LPG Tanks shall require an evaluation of hydrostatic uplift for flood conditions. A concrete slab with “corrosion resistant” hold down straps shall be specified by cross section drawing at time of permit.  The Plumbing Inspector will make the slab inspection for underground tanks.

The installation of permanently placed emergency generators shall be in compliance with all applicable manufacturer’s specifications and recommendations and the requirements of the 2020 Florida Building Code. (See Generator Memo(PDF, 269KB))

Approval numbers and installation sheets must be included for the exterior components and cladding.

 □ Health Department Septic Tank Permit

If your property is served by septic system and additional living space is being constructed, a copy of the Health Department approved septic tank permit with the original approved stamped plans must be submitted. Please contact the Florida Dept. of Health at 786.315.2444 to request a septic tank permit application.

If your property is served by a public or private sewer (non-septic) system, no such Health Department approval is required.

This assists the inspector when identifying what attachment method applies and location. If the window or door that is being taken out is the same size as the new one being put in, state on plans that the installation is “size for size”. Setback measurements are NOT required.
