The Village Council will hear the Fiscal Year 2024-25 Proposed Budget and decide on serveral items that range from awarding construction projects to rezoning the land use at the future site of Aleyda Mas Park. Village Council meetings also include discussions about topics being considered and researched. - The Village Council will hear a resolution adopting the 2024 Strategic Plan. The strategic plan outlines the village's vision and approach to providing high-quality municipal services while fostering a culture of excellence, fiscal responsibility, innovation, and community engagement—more information at Tab 2.

- The Village Council will hear a resolution authorizing the Village Manager to enter into an agreement with Urban Robot, LLC for the Aleyda Mas Park Master Plan. The Master Plan is a comprehensive project to develop and renovate the new park. The Aleyda Mas Park project represents a significant investment in public space for the Village, with a focus on community input and sustainable design—more information at Tab 3.

- The Village Council will hear a resolution authorizing the Village Manager to enter into an agreement with B&G Awnings Corporation for four spectator canopies to be installed at Suniland Park. This project is part of a larger Suniland Park improvement project that has received matching grant funding through the Florida Recreation Development Assistance Program, administered through the Florida Department of Environmental Protection - more information at Tab 4.

- The Village Council will hear a resolution ratifying the appointment of a special magistrate/hearing officer pursuant to Section 2-141 of the Code of Ordinances. The appointed Special Magistrate will serve as a Hearing Officer in cases relating to the Village’s Red Light and School Zone Safety programs - more information at Tab 5.

- The Village Council will hear a resolution to authorize the Village Manager to sign an agreement with the Town of Medley, Florida, for police mutual aid. This agreement aims to enhance cooperation and support between the two communities in law enforcement efforts - more information at Tab 6.

- The Village Council will hear a resolution waiving the competitive bid requirements and authorizing the Village Manager to enter into an agreement with Oracle for the public safety suite. The Oracle platform is currently the only cloud-based public safety suite where the end-user software, back-end software, and cloud hosting system are all owned and operated by the same company - more information at Tab 7.

- The Village Council will hear a resolution awarding a bid to Shovel Construction for the Pinecrest Gardens animatronics shelter addition project. The project includes adding a new roof, timber, and a concrete column with coral rock cladding - more information at Tab 8.

- The Village Council will hear a resolution awarding a bid to Gemstone Builders for the Pinecrest Gardens Whilden-Carrier Cottage steps and ramp construction project. The project includes the construction of a wooden ramp and steps with concrete landings and aluminum handrails - more information at Tab 9.

- The Village Council will hear a resolution authorizing the Village Manager to inform Florida Power & Light (FPL) about the Village's intention to extend the license agreement for using the property as an annex for the Public Works Complex for an additional five years. The leased property is approximately 7,320 square feet of FPL property used for parking and storage adjacent to the Public Works Complex at the rear of Pinecrest Gardens. - The Village Council will hear a resolution adopting parking restrictions along Southwest 102 Street, from Southwest 58 Court to Southwest 57 Avenue, pursuant to Ordinance 2001-6. The area is along a street used by Pinecrest Elementary as a carpool lane. The "no parking" restriction is proposed to be in place on school days between 7 am and 9 am and 1 pm and 4 pm - more information at Tab 11.

- The Village Council will hear a resolution authorizing the Village Manager to enter into a covenant with Miami-Dade County for maintenance of certain improvements within Miami-Dade County right-of-way. The Village proposes to install public art in the right-of-way and the covenant will ensure that these areas are maintained and well-kept - more information at Tab 12.

- The Village Council will hear a resolution approving an interlocal agreement with Miami-Dade County relating to the publication of legal advertisements and public notices on Miami-Dade County’s publicly accessible website - more information at Tab 13.

- The Village Council will hear a resolution authorizing the Village Manager to execute an agreement with the Florida Department of Transportation (FDOT) for the Village of Pinecrest on-demand (Freebee) transit service following the award of the FDOT Service Development Program Grant - more information at Tab 14

- The Village Council will hear a resolution adopting the tentative millage rate of 2.35 per $1,000 of assessed property value commencing October 1, 2024, pursuant to Florida Statute 200.065 (trim bill). The final public hearing is tentatively scheduled for September 17, 2024, at 5 pm. The budget hearing will start at 6 pm - time certain. The proposed budget document is available HERE. - The Village Council will hear an ordinance on first reading adopting an Operating and Capital Outlay Budget for the Fiscal Year commencing October 1, 2024, through September 30, 2025, pursuant to Florida Statute 200.065 (trim bill) - more information at Tab 15.

- The Village Council will hear an ordinance on first reading comprehensively amending the Village Code of Ordinances to allow publication of legally required advertisements and notices to be made in any manner permitted under Florida law, including through publicly accessible websites - more information at Tab 16.

- The Village Council will hear an ordinance on second reading amending the Future Land Use Map of the Village of Pinecrest Comprehensive Development Master Plan for the property located at 11855 SW 60 Avenue (folio no. 20-5012-008-0150) also known as Aleyda Mas Park. The ordinance will amend the future land use classification from EU-1, Residential Estate to PR, Parks and Recreational Facilities - more information at Tab 17.

- The Village Council will hear an ordinance on second reading amending the Village’s official zoning map for the property at 11855 SW 60 Avenue (folio no. 20-5012-008-0150) also known as Aleyda Mas Park. The ordinance will amend the zoning classification from EU-1, Residential Estate to PR, Parks and Recreational Facilities - more information at Tab 18.

The meeting will be held at 6 pm, Tuesday, September 10 at the Pinecrest Municipal Center, 12645 Pinecrest Parkway, third floor. A live stream video linkwill be available once the meeting is called to order.
