June 8 Local Planning Agency & Village Council Meeting Summary

Pinecrest’s tree canopy is about to boast 80 new mature Oak trees. The Village is taking its website into 2022 and beyond with an upgraded content management system. The definition of green space now includes natural bodies of water - and the mayor gave an update about the county’s latest draft of the Rapid Transit Zone (RTZ) ordinance.

Ahead of the village council meeting, the Local Planning Agency (LPA) approved a motion to recommend an ordinance amending Pinecrest Code of Ordinances, Chapter 30, Land Development Regulations, Article 9, Rules of Construction and Definitions to include lakes and retention areas in the definition of “greenspace” provided in Division 9.2 (Definition of Terms).

The Village Council passed a resolution waiving the competitive bid requirements and authorizing the Village Manager to enter into an agreement with Brown Estates, LLC for the purchase of trees. The Village has identified a unique source for mature oak trees to plant throughout the Village, where there is a loss of tree canopy due to the effects of Hurricane Irma in 2017 and of Ficus canker disease on mature street trees. The trees are available at a significantly discounted rate due to their vicinity.

The Village Council passed a resolution to amend the existing contract with Granicus to provide for the upgrade of the content management system for the Village’s website.

The Village Council passed a resolution authorizing the Village Manager to negotiate a professional services agreement with MKSK for the Gary Matzner Park conceptual design plan. A selection committee evaluated the proposals based on the firms’ experience and capability, project team and staffing, work plan, references, and completeness of the proposal. Based on these criteria, the committee selected MKSK Inc. as number one ranked firm.

The Village Council approved an ordinance on second reading amending the Pinecrest Code of Ordinances, Chapter 30, Land Development Regulations, Article 9, Rules of Construction and Definitions. The Village Council approved an ordinance at first reading on May 10, 2022 to include lakes and retention areas in the definition of “greenspace” provided in Division 9.2 (Definition of Terms) of the Village’s Land Development Regulations. As requested by the Village Council at first reading, the definition clarifies that fountains and other impervious improvements are excluded from the definition.

The Village Council directed the Village Manager to notify Milo Care, the provider of vaccination and testing services at Suniland Park of the intent to terminate services in 30 days.

Mayor Joseph M. Corradino gave an update about the county’s latest draft ordinance of the Rapid Transit Zone (RTZ).

  • Hearing #2022-0111-1 - Kendall Imports, LLC (applicant)was deferred
  • Hearing #2022-0608-1 - G.F.B. Enterprises, LLC (owner) and Lou Campanile (applicant) was approved with conditions

Future Council Meetings:

  • Village Council meeting, Monday, July 11 at 6 p.m.
  • The Village Council scheduled a budget workshop on Tuesday, July 26 at 9 a.m.
  • The Village Council tentatively set the first budget hearing on Tuesday, September 13.
  • The second budget hearing will take place during the last week of September. The date will be announced soon.
